Charles P. Joyce is President of Otis Eastern Service, LLC of Wellsville, NY, Otis Eastern, founded in 1936, is one of the nations leading constructors of high pressure pipelines to transport oil, natural gas, and petroleum products from producers to the market.
In 1972, following his graduation from Cornell University with a BA in government, Mr. Joyce started work with Joyce Leonard Canada Limited managing construction projects in Western Canada and Australia. In 1977, he became the President of Joyce Western Corp. and managed that company’s construction activities throughout the U.S. and Canada.
Joyce joined his father, Charles H. Joyce, at Otis Eastern Service, LLC in 1983, as Vice President, and he became President in 1995. The company has experienced steady growth and is recognized as the leading Northheast based pipeline contractor, specializing in projects with tough environmental and logistical challenges.
Charles Joyce participates in many industry and labor groups. He is a Director and Past President of the Pipeline Contractors Association, a national group of contractors and suppliers. He has been a member of that group’s Labor Committee since 1981 and has chaired the committee since 1995. He is Chairman of the International Union of Operating Engineers Pipeline Training Fund; Chairman of the Laborers International Union of North America I Employers Training Fund and Collection Trust; Chairman of the National Pipeline Policy Committee; he serves as the association’s liaison to the Interstate Natural Gas Association of America and the Federal Energy Regulatory Commission, and is a Director of the New York Oil Producers Association.
On the political side he is Western Regional Finance Chairman for the New York Republican State Committee, a member of the Republican Governors Association’s Executive Roundtable, a Regent Member of the Republican National Committee, a member of the NRSC Majority Makers Club, and a member of the NRCC’s Chairman’s Club. He has been an active supporter of local, state, and federal candidates for many years.
He is also active in the community as a member of the Board of Trustees of Alfred University; a past Director of Jones Memorial Hospital; a member of the Income Impact Council of the Allegany County United Way; and a member of the Board of Education of Allegany/Cattaraugus BOCES. He is also a member of the Allegany County Hall of Fame.
